This decree outlines the regulatory framework for handling treatment residues from waste incineration facilities in France. It defines what constitutes treatment residues, sets requirements for their characterization and conditions under which they can be accepted in non-hazardous waste storage, and establishes a monitoring and documentation system involving a waste tracking slip. The decree ensures that only residues meeting specified environmental standards can be processed or stored, thereby promoting responsible waste management and pollution control.

Key Changes
- Definition of treatment residues and related installations.
- Parameters for characterizing treatment residues are specified.
- Requirements for documentation and tracking of residues for waste storage are established.
Obligations
What this law requires
Characterize treatment residues monthly by lot according to leaching behavior and intrinsic pollutant content, analyzing specific parameters: As, Ba, Cd, Cr, Cu, Hg, Mo, Ni, Pb, Sb, Se, Zn, fluoride, chloride, sulfate, total organic carbon, benzene, toluene, ethylbenzene, xylenes, polychlorinated biphenyls, hydrocarbons, polycyclic aromatic hydrocarbons, dioxins and furans.
Prohibit valorization of treatment residues where analysis values for at least one parameter exceed threshold values defined by ministerial order for leaching behavior or intrinsic pollutant content.
Issue a waste tracking slip (bordereau de suivi des déchets) using CERFA form n° 12571*01 before admission of non-valorizable treatment residues to non-hazardous waste storage facilities.
Attach to the waste tracking slip supporting documentation proving that treatment residues meet conditions specified in the ministerial order referenced in Article 2.
Retain waste tracking slips and supporting justificatifs for three years from January 1st of the year following the year of submission of general tax declarations on polluting activities.
