Commission Implementing Regulation (EU) 2026/819 – 355th Amendment to Council Regulation (EC) No 881/2002: Addition of Two ISIL (Da'esh) Financial Officials to Sanctions List

This Commission Implementing Regulation amends Annex I to Council Regulation (EC) No 881/2002 for the 355th time, adding two Iraqi nationals to the EU sanctions list associated with ISIL (Da'esh) and Al-Qaida. As a result of the listing, all funds and economic resources belonging to or controlled by these individuals are subject to immediate freezing across all EU Member States. The regulation entered into force on 1 April 2026, the date of its publication in the Official Journal of the European Union.

Commission Implementing Regulation (EU) 2026/747 approving the active substance bixlozone and amending Regulation (EU) No 540/2011

This regulation formally approves bixlozone as an active substance for use in plant protection products across the EU. It sets a minimum purity of 960 g/kg and limits the impurity TBAB to a maximum of 2 g/kg. Approval is valid for 10 years from 21 April 2026 until 21 April 2036. The approval is conditional on the submission of confirmatory data by 21 April 2028 regarding technical specification, impurity relevance, metabolite toxicity, natural occurrence, livestock relevance, and drinking water treatment effects. Commission Regulation (EU) 2026/751 correcting MRLs for flupyradifurone and potassium phosphonate in certain products

This regulation corrects errors in the application dates of two previous EU regulations that amended maximum residue levels (MRLs) for the pesticides flupyradifurone and potassium phosphonate (expressed as phosphonic acid). Due to a clerical error in sequencing, MRLs established by Regulation (EU) 2025/581 were superseded by those in earlier-adopted but later-applicable regulations (2024/2640 and 2024/2619). The Annex replaces the relevant columns in Annex II of Regulation (EC) No 396/2005 with the corrected MRL values for hundreds of food and feed products, including fruits, vegetables, cereals, oilseeds, animal products, and spices. It enters into force three days after publication in the Official Journal.

Commission Implementing Regulation (EU) 2026/749 amending Union authorisation for Evonik’s Hydrogen Peroxide Product Family

This regulation updates the existing Union authorisation for Evonik’s Hydrogen Peroxide Product Family by implementing various administrative changes requested by Evonik Operations GmbH. The changes include adding and removing trade names, adding and removing product manufacturers, updating names of active substances and manufacturers, and changing a manufacturer's address. The European Chemicals Agency reviewed the notifications and confirmed these are purely administrative under Article 50(3)(a) of the Biocidal Products Regulation, with all safety and efficacy conditions remaining satisfied. Commission Implementing Regulation (EU) 2026/750 granting Union authorisation for the biocidal product family 'ECA Disinfect skin Product family 7'

This regulation grants a 10-year Union-wide authorisation (EU-0035043-0000) to ECA Consortium A/S for the biocidal product family 'ECA Disinfect skin Product family 7'. The product contains 0.075–0.1% active chlorine released from hypochlorous acid and is authorised exclusively for non-medical hand disinfection (Product Type 1 – human hygiene). It is not authorised for other uses in PT1 or for PT3. The authorisation is valid from 21 April 2026 until 31 March 2036. Commission Implementing Regulation (EU) 2026/748 on Coordinated Multiannual Union Control Programme for Pesticide Residues 2027-2029

This regulation establishes the EU's coordinated monitoring programme for pesticide residues in food for the years 2027, 2028 and 2029. Member States must collect and analyse a minimum number of samples from specified plant and animal products, including fruits, vegetables, grains, fats, milk and eggs. The programme covers over 100 pesticide/product combinations with specific sampling years for certain substances. Commission Delegated Regulation (EU) 2026/744 on temporary exceptional crisis distillation for the French wine sector in marketing year 2025/2026

This regulation provides France with EUR 40 million from the EU agricultural reserve to support the distillation of up to approximately 1.2 million hectolitres of excess red and rosé wines. The measure addresses persistent market imbalance caused by declining domestic consumption and exports, despite previous distillation efforts and vineyard grubbing-up. Support is capped at EUR 33 per hectolitre and covers only the costs of wine supply and distillation. The resulting alcohol may only be used for industrial, pharmaceutical, disinfection or energy purposes, not for the food and drink industry. Commission Implementing Decision (EU) 2026/753 recognising Latvia's report on accurate greenhouse gas emission data for rapeseed cultivation

The European Commission has officially recognised that the report submitted by Latvia on 23 July 2025 contains accurate typical greenhouse gas emission values for the cultivation of rapeseed in its NUTS 2 regions. This allows Latvia to use these country-specific typical values instead of the EU default values when calculating GHG emission savings for biofuels derived from rapeseed under Directive (EU) 2018/2001.
