Formations of, Acquisitions by, and Mergers of Bank Holding Companies

The Federal Reserve System has received applications from Compass Sub Northwest, Inc. and Compass Sub North, Inc., both of Birmingham, Alabama, to become bank holding companies. Compass Sub Northwest seeks to acquire Green Dot Corporation and thereby indirectly acquire Green Dot Bank of Provo, Utah. Compass Sub North seeks to acquire Compass Sub Northwest, CommerceOne Financial Corporation, and indirectly CommerceOne Bank, both of Birmingham, Alabama. The two Compass entities are currently subsidiaries of CommerceOne Financial Corporation. Compass Sub North also proposes to merge with CommerceOne Financial Corporation. Comments on these applications must be received by May 6, 2026. The public portions of the applications are available for inspection at the Federal Reserve Bank of Atlanta and the Board of Governors.

Protection of Stratospheric Ozone: Listing of Substitutes Under the Significant New Alternatives Policy Program in Refrigeration and Air Conditioning and Fire Suppression; Supplemental Notice of Proposed Rulemaking

The EPA is issuing a supplemental proposed rule under its SNAP program to list HFO-1234yf (2,3,3,3-tetrafluoropropene) as an acceptable refrigerant, subject to use conditions, for retrofitting motor vehicle air conditioning systems in heavy-duty pickup trucks and complete heavy-duty vans. This supplements a November 10, 2025 NPRM that proposed similar listings for other refrigerants. The agency is also correcting the scope of the earlier proposal for R-444A by removing incomplete heavy-duty vans from its intended coverage. Comments on this supplemental proposal are due by May 6, 2026, or 30 days after a public hearing if one is requested by April 13, 2026. The rule aims to expand refrigerant options while maintaining safety and environmental standards under the Clean Air Act.

FCC Information Collection for Connect America Fund Phase II and Rural Digital Opportunity Fund Auction Support

The Federal Communications Commission is seeking public comments on a revision to OMB control number 3060-1256. This collection covers ongoing annual reporting requirements for recipients of support from the Connect America Fund Phase II auction and the Rural Digital Opportunity Fund auction. The Commission has eliminated most requirements associated with the now-completed long-form applications (FCC Form 683) for both programs. It proposes to remove obsolete regulations at 47 CFR 54.315(a)-(b) and 54.804(a)-(b) because all initial applications have concluded. Only limited ongoing obligations remain, primarily the annual maintenance of letters of credit under 47 CFR 54.315(c) and 54.804(c). The revision reduces paperwork burdens by deleting requirements that no longer serve any operational purpose.

Electronic Submission of Postmarketing Individual Case Safety Reports to the FDA Adverse Event Monitoring System Using ICH E2B(R3) Data Standards

The FDA is updating its data standard requirement for electronic submission of postmarketing Individual Case Safety Reports (ICSRs) for human drugs, biological products, and combination products. Beginning October 1, 2026, all ICSRs submitted through the Electronic Submissions Gateway NextGen (ESG NextGen) to the FDA Adverse Event Monitoring System (AEMS) must use the ICH E2B(R3) data standards instead of the previous E2B(R2) format. FDA will stop accepting E2B(R2) submissions after September 30, 2026. The new standard improves data quality with new and expanded data elements, event-level seriousness assessment, and embedded attachments. Submissions through the Safety Reporting Portal (SRP) are not affected by this requirement.

Department of Defense Wage Committee Notice of Closed Federal Advisory Committee Meetings

The U.S. Department of Defense is announcing a series of closed meetings of the DoD Wage Committee scheduled between March and June 2026. These meetings, held via Microsoft Teams, review wage survey results, establish and adjust wage schedules for blue-collar employees in both appropriated and non-appropriated fund areas across numerous U.S. locations. The committee provides recommendations on wage schedules and special pay rates. 60-Day Notice of Proposed Information Collection: Foreign Assistance Recordkeeping Requirements

The U.S. Department of State is requesting public comments on a new information collection under the Paperwork Reduction Act. It stems from three final rules published January 27, 2026 that implement the President's Protecting Human Flourishing in Foreign Assistance (PHFFA) policy. Foreign NGOs, U.S. NGOs, and international organizations receiving U.S. foreign assistance must maintain segregated records to demonstrate they are not violating the terms of their grants. Records for federally funded activities must be kept separate from other funding sources and made available for inspection upon request. The policy terms must also flow down to any subrecipients.

Magnuson-Stevens Fishery Conservation and Management Act Provisions; Modifications To Conform U.S. Fishery Regulations With the Presidential Proclamation Unleashing Commercial Fishing in the Atlantic

This final rule removes the prohibition on commercial fishing within the Northeast Canyons and Seamounts Marine National Monument. The rule rescinds the specific regulation at 50 CFR 600.725(x) that had implemented the prior ban on commercial fishing in the Monument's Canyons and Seamounts units. The change is required to align U.S. fishery regulations with the Presidential Proclamation issued on February 6, 2026, titled "Unleashing Commercial Fishing in the Atlantic," which removed commercial fishing from the list of prohibited activities in the Monument. The rule became effective on April 3, 2026. NMFS used the good cause exception to waive prior public notice and comment because the prohibition had already been lifted by the Proclamation and maintaining the outdated regulation created confusion for the fishing industry.
