Importers must submit the importer's certification, the exporter's certification, and the aluminum mill certificate to U.S. Customs and Border Protection (CBP) at the time of entry.
Exporters are required to complete and maintain the applicable exporter certification and provide a copy of that certification and all supporting documentation to the importer.
The importer or exporter must complete the applicable certifications for entries of aluminum containers that were entered or withdrawn from warehouse for consumption from October 28, 2024, to May 6, 2026, as soon as practicable, but not later than June 5, 2026.
If applicable certifications cannot be completed for entries declared as non-AD or non-CVD type entries, importers must file a Post Summary Correction with CBP to convert those entries to AD/CVD type entries.
