The EBA advises on targeted simplifications to Taxonomy disclosures

- Press Release - 29 October 2026

The European Banking Authority (EBA) has published its response to the European Commission’s Call for Technical Advice on certain key performance indicators (KPIs) and other aspects of the Disclosures Delegated Act under Article 8 of the Taxonomy Regulation. The EBA advises on targeted changes to streamline disclosure requirements, reduce complexity and enhance the usability of information disclosed by credit institutions and investment firms.

In March 2026, the European Commission requested technical advice from the EBA and other European Supervisory Authorities (ESAs) to support its forthcoming review of the Disclosures Delegated Act and the broader simplification efforts initiated under the Omnibus Delegated Act.

The EBA’s advice focuses on five areas:

- removing the Fees and Commission’s KPI and the Trading Book KPI from the Taxonomy disclosure requirements; - simplifying the investment firms’ ‘other services’ KPI, including services related to capital markets; - aligning grandfathering provisions with the EU Green Bond Regulation, limited to bonds issued under that Regulation; - not introducing operational expenditure KPI disclosed by non-financial undertakings in the calculation of financial undertakings’ KPI; and - simplifying group disclosures by using the parent undertaking’s KPIs and, where relevant and subject to defined conditions, complementing them with KPIs for material secondary activities without further aggregation.

The EBA also recommends targeted improvements to the broader disclosure framework. These include simplifying and harmonising templates for credit institutions’ asset management activities, asset managers’ activities and investment firms’ activities, as well as simplifying and clarifying the Green Asset Ratio templates for credit institutions.

The advice takes into account feedback received through a public consultation and was developed in cooperation with ESMA and EIOPA.

Legal basis and background

According to Article 16a (4) of Regulation (EU) No 1093/2010, the EBA may, upon a request from, inter alia, the European Commission, provide technical advice and deliver an opinion to the European Commission on all issues related to its area of competence.

The advice forms part of the EBA's communication campaign, "Simplifying to strengthen: building a more efficient EU prudential and supervisory framework", which supports the Authority's broader efforts to improve the efficiency and effectiveness of EU banking regulation and supervision. In line with the work of the EBA's Task Force on Efficiency (TFE) and the recommendations set out in the EBA Report on the efficiency of the regulatory and supervisory framework, the advice identifies targeted measures to reduce unnecessary complexity, enhance usability and maintain meaningful sustainability disclosures.
