Regulation on Procedures and Principles of Occupational Health and Safety Training for Employees

This regulation, issued by the Ministry of Labour and Social Security on April 2, 2026 and published in Official Gazette No. 33212, establishes detailed rules for occupational health and safety (OHS) training for all employees covered under the Occupational Health and Safety Law No. 6331. It applies to all workplaces and the individuals, institutions, and organizations that deliver OHS training. The regulation introduces two core training types: an onboarding training (işe başlama eğitimi) of at least 2 hours, mandatory before any employee starts work, covering job-specific risks and safety measures; and a foundational training (temel eğitim) that must be completed within 3 months of employment start, covering topics listed in Annex-1. Training durations scale with workplace hazard class: at least 8 class-hours for low-hazard, 12 for hazardous, and 16 for very hazardous workplaces. Refresher training must be repeated periodically: annually for very hazardous workplaces, every 2 years for hazardous, and every 3 years for low-hazard workplaces, with a minimum of 8 class-hours each time. Employees absent for more than 6 months must receive a knowledge-refresher training before returning to work. Employees who suffered a work accident or occupational disease must receive additional training before resuming duties. Remote (e-learning) delivery is permitted for the first three topic groups in Annex-1 across all workplace classes, but the fourth topic group (workplace-specific risks) must be delivered face-to-face in hazardous and very hazardous workplaces. Assessment requires a minimum passing score of 60 out of 100; failed participants may retake up to twice before being required to repeat the full training. All OHS training costs are borne by the employer, and training time counts as working time.

Amendment to the Communiqué on Workplace Hazard Classes Related to Occupational Health and Safety

The Turkish Ministry of Labor and Social Security published this communiqué on April 1, 2026, amending Annex-1 of the original 2012 Workplace Hazard Classification Communiqué (Official Gazette No. 28509). The amendment reclassifies, removes, and adds NACE-based industry codes to the national hazard register, directly affecting which occupational health and safety (OHS) rules apply to businesses in those sectors. Sixteen existing industry rows have had their hazard class descriptions or codes updated. Notable reclassifications include: HVAC installation and repair (43.22.06, 43.22.07) upgraded to Very Dangerous (Çok Tehlikeli); computer programming (62.10.00), architecture (71.11.01), interior design (74.13.00), and psychology/psychotherapy services (86.93.00) all confirmed as Low Danger (Az Tehlikeli); household appliance repair (95.22.01) set to Dangerous (Tehlikeli); and other mining/quarrying (08.99.99) confirmed Very Dangerous. Twenty existing codes have been entirely removed from the register (including 43.12.01, 43.12.02, 61.10.99, and others), and seven entirely new rows have been inserted. New additions include food supplement manufacturing (10.89.07, Dangerous), site preparation/excavation (43.12.00, Very Dangerous), central heating boiler manufacturing (28.21.11, Dangerous), tarpaulin/tent manufacturing (13.96.13, Dangerous), social media/content-sharing distribution services (60.39.01, Low Danger), ice cream wholesale (46.33.04, Low Danger), and wedding/event house services (96.99.15, Low Danger). Additionally, five code numbers have been renumbered for alignment with updated NACE codes. The communiqué entered into force on its publication date (April 1, 2026) and is executed by the Minister of Labor and Social Security.

Amendment to the Personnel Regulation of Turkish Petroleum Corporation (TPAO)

This regulation amends Article 2 (Provisional) of the TPAO Personnel Regulation originally published on 29 November 2006 (Official Gazette No. 26361). The amendment extends the deadline for a specific transitional employment arrangement from 31 December 2025 to 31 December 2026, giving TPAO an additional year to manage personnel under this transitional clause. In addition to extending the deadline, the amendment changes the mandatory nature of the employment arrangement. The phrase 'shall be employed' (çalıştırılması esastır) has been softened to 'may be employed' (çalıştırılabilir), granting TPAO management discretionary authority rather than an obligation when deploying personnel under this transitional provision. The regulation entered into force on its publication date of 26 March 2026, but takes retroactive effect from 1 January 2026. It is to be executed by the General Manager of Türkiye Petrolleri Anonim Ortaklığı.
